Are you registered to vote? Not sure? California makes it super-easy to find out, and if you aren’t, to register. Technically, you’re supposed to register by 15 days before the election. BUT, if you missed that deadline, you can STILL register at your polling place and cast what is called a provisional ballot (which simply means it’ll be counted after the other ballots).
